Frequently asked questions

Fiscalization 2.0 and the e-invoice. In short.

Fiscalization 2.0 is Croatia’s new Fiscalization Act, applied from January 1, 2026. It introduces the mandatory e-invoice (eRačun) with fiscalization in B2B transactions — every e-invoice issued and received is reported to the Tax Administration — plus e-reporting on payments, rejected invoices and supplies that could not be invoiced electronically. It also widens B2C fiscalization: from January 1, 2026 every receipt issued to a consumer is fiscalized, whatever the payment method.

No. An e-invoice is a structured XML document following the European standard EN 16931, exchanged through an information intermediary. A PDF or Word file can travel along as a visual copy, but on its own it no longer counts as a B2B invoice — for VAT-registered businesses since 1 January 2026, for everyone else from 1 January 2027.

You need a tool that issues, receives and fiscalizes e-invoices. The Tax Administration offers MIKROeRAČUN free of charge to businesses outside the VAT system that are not public buyers: for receiving now, and for issuing from 1 January 2027. BillKO also issues and fiscalizes invoices, and covers invoices to consumers (B2C), KPR and PO-SD records and e-reporting, so everything sits in one place.

Yes. Flat-rate trades outside the VAT system must receive e-invoices from their suppliers from January 1, 2026, and must issue them in B2B transactions from January 1, 2027. Invoices to consumers (B2C) do not go through the e-invoice system, but from January 1, 2026 they are fiscalized regardless of payment method.

Yes, invoices are fiscalized. TicketKO runs the bookings, and BillKO the invoicing and fiscalization. They are connected, so the guest books and pays, and the invoice and the records are created in the same step.

BillKO and TicketKO are paid as a monthly subscription, and the price depends on the scope of your business and on how you issue invoices — a fiscal cash register, a POS device or your website. There are many possible configurations, so you get a concrete number in the first conversation, openly and with no hidden items. The first conversation is free and non-binding.
